Skipping Sites With So Many Links on Pages for Tiered Linking

Hello

For the tiered linking I have skipping sites with more than 100 on tier 1 and 1000 on tiered 2 and unticked on tiered 3. Do these settings really matter as the Urls are not to my money site. The tiered 1 is to Urls that point to my money site.

    1000 is too much in my eyes. I would also not like to see my tier 2 links on such spammed sites.
