contextual and non-contextual platforms

I'm new, and I have 3 questions
1. Which platforms are contextual, and which are non-contextual?
I understand the meaning, but when I look at the large list of SGAs - some of the items I'm questioning. Let's define it for sure.

2. Which platforms are more suitable for Money site, and which ones for Tiers?
I understand that this is not exactly an answer, but as far as I understand, there are certain recommendations - better links to the money site, and less quality ones on Tiers.

3. What platforms can never be used for a money site?
P.s. I know that a big risk is to make a lot of backlinks to a money site. But I use GSA ser for the rank of YouTube video. I think now is not yet fined for it.

2. seo related question, but usually upper tiers should have more contextual links, lower just the spammy once like comments.
3. seo related question/view...personally i would stay away from none contextual links on money site.
