How to NOT spam the sites used for Tier1 on Tier 2 project

Hi @sven, I tried to filter high quality domain for Tier1 project, and low quality domain for Tier2 project.
Assuming the domain "example.com" is for Tier1 project, and I DO NOT want my Tier2 links posted on this domain, how to set the filter, I suppose it should be site-wide level filter instead of URL level filter.
Please advise.

    depends on how you filter. IF you filter things by PR settings (and simulate that by PR Emulator), then you can e.g. skip high PR sites for lower tiers and only accept high PR sites on the upper tiers.

    I don't use PR filter, I want to filter by domain list, for instance, I have posted a list of domains on Tier1 project like:
    ---
    ABC.com
    EDF.com
    xxx
    ---
    In the Tier2 project, I want to skip those domains, how to set the filter?
    Please advise.

    well, just do not import those domains as target urls?
