In theory it can but in practice probably not. Each project set to active takes up one usable thread for SER. Personally, I have always had problems letting SER run over 1800 active threads as random fluctuation spikes in thread use crash the program.
Regarding a VPS/Server I published this post on how I choose and optimize my VPS' to get the most of out SER for various hardware types.
there is a sweetspot. doesn't matter what vps server you use.
use few articles (probably 2 - 3 spin ) and run 10 - 15 projects to 300 - 500 threads and see how it goes. i dont think anyone want to go with 1800 threads for ranking lol.
try ovh imo cheaper and trusted better than so called seo companies
