Is vps server needed for this or regular ip

Hi,
I was thinking that a regular ip would be ok for the auto webisite submitter since you have to use your own email anyway. Is this correct?

    Well you can use some other email, not many directories will display your real email, if any at all. But nevertheless no VPS is requires here, you can submit using your home PC.
