GSA PR Emulator not working proper in tier 3 level

GSA PR Emulator is not working in Tier 3
That "?" symbol is repeating a lot. I confirmed that all my settings are perfect. Tier 1 and Tier 2 is ok

    PR-? simply means that the PR is unknown...but thats also possible when emulation works...the site might have never been seen by the other metric-apis as well.
