Tier 2 Links

HI - I am new here and have 2 questions:

1.  DO I have to index the tier 2 Links I am building with GSA Ser?  All my Tier 1 are high PA and DA links already indxed/

2.  Am I doing the process right...I am building Tier 2 links with the below options checked and I am running this per 1 Tier 1 URL with a max of 100 links and I am doing this every day for a different Tier 1 link

    I am trying to push the tier 1 to get more juice so they keywords in tier one get ranked higher that are going to money site.

    Currently stuck on pages 2-4 in Google

    Any help
