Multi language sites to link to specific language...

Hello guys i have an interesting question,

is it a good thing to link from other language sites ( like non english ) to a specific site language ( english or other ) ?
does master G see it as a bad link ? or is it a good links ?

I need to rank a non english sites and i want to know if a links from english site in web2,ser etc will do the work. ( of course the article will be in my site langauge ).

    In the past this was not a problem. However, I don't know if this is still the case. Maybe someone else can comment on this?

    Well that was still a common sense like 2 years ago? Many still do it but more for the tier links.
