For scrapeing you use public proxies, for submission semi dedicated proxies.

thats something you set with the method you are using......

If your method required 10 links per day then its 10, if it required 100,000 then its 100,000.

As a general rule, if you have 10 private dedicated proxies, you can set 50 threads and that will produce a lot more than 10 links per day, depending on the quality of your list (if you use lists) or keywords, if you use search engines.

Some private proxy providers limit the number of threads you can run simultaneously, so take that into account.

Than you have a Captcha solver service, if they are limited by thread. Not an issue if you only use Captcha Breaker or similar.
