How to keep up with High Thread Levels?

Hi! Ive test some high threads about 500-800 the PR emulator cannot keep up.. Sometimes it lags the emulator.. When i close gsa and close pr emulator and then open first the emulator its still checking pr filters even gsa is closed. Will this submits the filtered url to gsa even gsa is closed?
