Does tiered link building use comment links?

Hello iv been trying the tiered link building but also in my projects is comment poster will the comment urls be used in the tiered link building? I dont really want to be making tired links for comment posts?

    You decide what engines to use for your tiers.

    Make multiple projects, one for tiered linking(contextual platforms) and one for just backlinks.
