Put Keywords in Quotes When used in Search Queries

When using this option I am not seeing GSA using quotes when querying Search Engines. Any reason why this is happening. Is it a bug or something that I am missinterpretting.
Here is an example of the search query with this option selected

"번호" "이 게시물을" my sample keywords "제목" "끝 페이지"

    Double click on the entry in log and it will open in your browser showing the exact phrase used.

    When I double click on the entry that example is what comes up for all engines.

    Here is another example after I double click in the log entry.

    for sale by owners homes "Contact Agent" "All listings from this agent" "Other listings from this user" loc:US

    My keywords are: for sale by owners homes
    But I was expecting: "for sale by owners homes" "Contact Agent" "All listings from this agent" "Other listings from this user" loc:US

    hmm this is only for engines not using keywords all the time. However I see that this might something strange and will change it on next update.
