Reloading URL settings - what is it ?

Why my GSA stock with the message "Reloading URL settings" when using with tier2 ?

    I guess you are the one I answered by email already. The problem might be that the duplicated tier1 did not have any URLs to play with!?

    thanks for the replay
    Well not exactly , here it is:

    The target url from Tier1 is from scrape list ( about 80000 left ) and about 60 link verified and also i add a verified list from FCS.

    The target list for Tier2 is the same target list as Tier1 ( i have a new list ready to get target but it wont start )

    bottom line i have almost 100K url to play with and i have this message.
    any idea ?

    @Sven thanks for the answer

    here is the problem sven told me

    in Tier2 the "edit tier filter options" 
    if you select the "verified url must  have anchor"  and gsa can't find urls like that you will get this message

    Yes because this filter options will only build links to URLs having a certain anchor.
