Why is Verified lower than Submitted ?

Hello everybody.
I set some project but when GSA is running. I see that Verified is lower than Submitted. I am worry because Google Penguin.Can you Help me???

    Here is screenshot of my GSA veriifed status

    submitted URLs get removed once they are verified or when they are removed as SER sees no chance that they get verified anymore.
