T1A Problem

When creating a kitchen sink there is 3 tiers of contextuals and then t1a, t2a, t3a.  Once i have built the 3 contextual tiers ser is not allowing me to build more tiers for t1a, t2a, t3s.

How can i go about building these 3 tiers?
