Old posts on Tier 1 links

I have found a few old posts (years 2012, 2013) that tell me that GSA SER can build Tier 1 links.  Is this still true today or have the algorithm updates by Google made it impossible to safely do so. 

Does it matter if you have hand spun, proof read articles?

What if I bought a list of quality sites only. I saw some lists for sale here.

    I would still use it for tier 1 links. You have all the ability to configure it with good content, and filters.
