Thoughts On Allowing Posting On Same Site Again - Tier 3

What does everyone think about allowing posts on the same site again for tier 3? Let's say you have 1000+ tier 2 links for your tier 3 project. Should I enable allow posting for same site again - per URL for projects this large?
