How do you set a project to simple finish all whe work it has started?

I would like some projects to end or finish all the work they have started without building new links. How would I do that. Just remove SE's. I guess this brings up some general questions about SER logic... what happens after it goes though an imported list does it then just finish if you have no SE's picked?

I don't know if this is possible and with multiple threads there are many different things happening.  What I have done is stop the project and come back a week later and Verify Emails then Verify Only (Links).  That stops all work and will only verify the links as they become live.
