'Already Parsed' ' Already Successful' Global or per project?

Are 'Already Parsed' and 'Already Successful' messages displayed when a project runs into the same/successful url, or when any project running hits a url that any other project has seen for a 2nd time? Seems to be global to me, but I'd like the official answer  ;)
