It's simply impossible, even if your life depended on it. Highest PR link I've come across is a genuine PR8 link and costs $1000.
A PR9 link would mean a static homepage link on a university, very respected NGO/institution or a multimillion company domain, and those are simply not for sale.
Just forget about it.
