use captcha server only if pr is higher than resets at startup

Just a heads of for anybody that use the "use captcha server only if pr is higher than"; the value for the PR resets to 1 if you restart gsa.
Just noticed that my dbc balance was getting used up pretty fast after I resetted GSA.
