Your list seems not good. I have used GSA Ranker for a year and it created lots of verified backlinks from other lists; but its not from your list; not sure why?
I have used 30 x semi-dedicated proxies from www.buyproxies.org and GSA Ranker could only post to about 2000 verified backlinks using your list. Its terrible!
I had to raise up single list price due to an increasing number of target URLs from high authority sites. More quality targets mean more resources.We don't offer the discount code for the single list.

Sorry for late reply. Since we have got a single day holiday couldn't come here to check.
Mostly have Do follows, and there's only 20% - 30% less no follows. However, i am not sure about page rank since we do not scrape/post with page rank.
Surely there should be some targets with page rank. But we do not sort to any filters as long as Google don't update PR. (except contextual )
Proxies and verified list are not the main factors for lack of backlinks or lower LPM. You may need to check your HTML timeouts and DPM.
Also, make sure to check emails.
