Running Campaign Getting Blue Links

I'm running a campaign I'm getting blue links sometimes, they almost look like they are clickable. I have never seen that before does anyone know why?

    whenever ser says possible new targets these links show a bunch of blue links next to that phrase "Possible new targets"

    I cleaned my list twice thinking maybe they were dead but they keep appearing
