Submissions setting not peforming correctly

I have   my tier 2 submissions settings set to  20 submission per url and to pause for 1440 mins after this quota has been met.  My tier 1 has only 14 verified links yet   GSA has submitted over 500  for tier two on this project within the last  hour. As yu can easily tell  this is incorrect. I have rechecked the  tier 2 setup it is correct. What gives here? . I have seen GSA correctly perform this task task on other projects . however sometimes it does this. I don't understand.

    usually its because it counts registrations as submissions. Only when an URL is involved it is counted as you want.
