We release (manually) .sl list file for all new targets at weekly basis. Which means all targets together. (low obl + contextuals only + gsa cb etc ) so in a list it's unable to give you exact numbers. but for folder it always changes.
If you check now there's 30K low obl in few minutes its 25K and new few minutes its 50K. It depends and it keep syncs with performances. So i don't tell a exact numbers as i want to make everything clear and simple
Yes MOZ is totally insane and their API charges are totally bullshit.
Also considering on yandex api too. As far as i know it is free . Having troubles with TF api as well waiting for my developers.

There's no exact number for a yearly plan.(it process from different server and minimum of users using ) For monthly it's limited for 60 users. Dead targets / OBL 51+ automatically removes from our server and sync it via user in 360 seconds.
It depends on not only OBL.It may be a script change, invalid URL, dead ..Server only kept working targets with the newest version of GSA SER engines. We update our scripts when GSA SER update. If GSA ser fail to process the URL, it automatically removes from our system.
PS: Currently we do not sell monthly plans.(if someone cancels it will get a spot max 60)

Is there a breakdown statistics about how many urls have DA/PA 10+ , 15+ 20+ etc ?.

Stats depends. URLs check every 12seconds, and if there are any dead, invalid targets, OBL 50+ detect its automatically remove from the server.
No at the moment all LOW obl + PA/DA contains in one folder and other separated for contextual, noncontextual links.
In next updates, we are going to add TF instead of PA/DA due to MOZ api instability.

DA/PA is more glorified bullshit. TF is better for sure and cheaper.
