You need to look for the right platforms that work in your region, how you "look"? just scrape the serps using a footprint with certain words in your local language, to locate the right websites...for example websites that use "submit content" in their html (in your local language), might be open for submissions, just scrape urls that use this footprint in your language and use them for submissions etc.
With web 2.0 if you want to research and post to only .com.br domains just do what i suggested above.
Go to G00gl type "submit comment" or "submit article" or "submit review" etc (with quotes) in your local language and look for the results....
