Remove color with a tolerance

I´m trying to break https://dje.tjmg.jus.br/diarioJudiciarioData.do

One very important first step to break it, would remove the black line over it. However it is not the same color, it have many tones of black.

Would be good to have a "Remove Color" that you can set a tolerance.

There are propably other, better filters you can use here...I try to set something up for next update.
