Can SER run as two instances on the same PC as different users?

Can one copy of GSA run as two instances in the same time on the same PC, but started from a different user on a windows server for example?

If this is not possible, can both users on the same Windows Server install GSA SER as separate installations with 2 different licenses and run them at the same time?

    @Sven, how about if I install both of them in separate folders? I'm talking about two licenses, not one. I really need this setup to work. Can this be done?
