Targeted Link Building

I have really tight settings and have additionally clicked the option of "Always use keywords to find target site" but most all of the links that i get are from unrelated sites.  I have also incorporated relevant keywords but the links tend to be quite irrelevant.  

Is there any way i can ensure targeted backlink building??

    In options there is a section near the bottom that says 

    " At least 1 keywords must be visible on site "

    have you tried that?

    It says 1 keywords must be present on "visible text on site"  Is that the option you are talking about?
