9.63 not releasing threads

@Sven, I'm running the scheduler and opened up my servers today to find this:

About 14 of my servers were stuck like this, 0 links all day because the threads never got released. I submitted a few bug reports on Friday. I'll paste this link with the bug reports.

    changed some things in next version here. Though this save notice is usually happening if you have no space or it's some error saving to it.

    seems to be agin something with your ssl.

    @Sven, I've noticed that it's only with the scheduler. I have 5 servers running without the scheduler and all of them were fine. Same server company, same OS, same site list.
