why am i ranked in the usa only?

in GSA Search Engine Ranker
im ranked #6 in the usa on a keyword but #15-20 on foreign IP's for the same keywords Why is that?

    Most of your backlinks come from US-based websites? 
    Your site is hosted in US?
    etc.

    does that matter? I was thinking that its just because foreign googles Ie. Google russia, british google ect. update later? any more input please?

    It depends on where your server is hosted, where your links are coming and what .tld  the domains has e.g. .co.uk gets small bias in google.co.uk

    Your site's hosting IP + tlds + your backlinks hosting IP + tlds greatly matter. 

    Not trying to kiss Matt Cutt's ass but he mentioned this in his youtube channel as well.
