Target list not being used?

I've imported a list of target urls I'd like GSA to use, but I'm finding it won't use them and continues to search for new links.  Is there a new setting to get it to use Target URLs first before searching for more?

Have you deselected all search engines?

did you disable all search engines
you have to do that otherwise it tries to ALSO get search engine results
