Dofollow/Nofollow for contextuals

I'm following this tutorial (https://forum.gsa-online.de/discussion/879/guide-high-quality-campaign) and it says dofollow contexual links for tiers. My question is should i create something like 70% dofollow 30% nofollow or only dofollow for contextuals? And if 70%-30% should i create more tiers to both dofollow and nofollow or only to dofollow? If i create to both, the nofollow links won't cut the juice from the tier 2 and 3? The 70%-30% is more natural but again, it won't cut the juice from the lower tiers? Thanks

    It's better to use a mix of do and no follow. Else it looks odd again.
