What does PR Unknown (?) really mean

Is PR Unknown (?) a rating that is defined by google or does this mean when SER was trying to look-up the PR it is unable to retrieve a PR value for the URL/Domain ?

an unknown pr usually appears when google does not reply anything or gives back the result for unrated sites.

So is it possible that GSA SER returns unknown pr (?) but in reality that a site may have a pr rating of for example 3 ? @Sven
