Scheduler Time is not working

I set my scheduler to run at a certain time, but when that time comes it does not start? Is there a delay or somethiing? I set it to run at 7pm, and when 7pm comes it does nothing. I even waited over 20min and still nothing?

Is there a secret t get this working?

    Have you checked the time of your PC or VPS? It could have a different time... just an idea

    working fine for me. I used that yesterday to do a test on different versions for exact time and for that I used the scheduler.

    My PC is the exact same time, it's weird. Any ides on how to fix?
