TLD extensions..

Are ccTLD able to reach international targeting?

I see gsa-online.de  did just fine reaching the USA..

I asked because one of the websites I have is with a country code TLD, and google webmaster doesn't let me change the targeting. 

hmm we also have .org but almost never use that domain. The gsa-online.com was not available 10 years ago so we took the .de one. I guess it matters what content is on it (not only German but also English).
