Key is to have higher PR on Tier 1..... but the selection for PR was "1"..
As I understand, 10 is a high PR, and 1 is the lowest... Is that right?
When exactly do we want to change the PR when building links?

To be honest PR is not so important anymore, as it hasn't been updated for over a year and prob never will. Though, with PR you can see which sites used to be of higher quality till dec 2013. PR 1 is low, 10 is highest, you should read about SEO basics.

Ya @donchino is right. PR seems to be a metric that Google is slowing doing away with. However, throwing on the PR filter for tier 1 isn't going to hurt anything, but it will limit the amount of sites you can post to.
Yes PR10 is the highest but that's completely unrealistic to set it at and you wouldn't get any links so PR1-3 would probably be best if you're going to use that filter.
Most people stick to Web 2.0 and other contextual type platforms for tier 1 as well.
