Comparing Windows VPS with SSD VPS makes no sense to me. They are not related in any way.

Windows is an operating system and SSD is a solid state drive.

Windows SSD VPS is better than Windows VPS with normal disk obviously, SSDs are faster.

I would recommend Poweruphosting SSD VPS as I used them in past and never had problems.

Anyways you can get a Dedicated Server for same price as VPS from other providers.

Dont use vps, use dedi. I was using vps long time ago, after i bought my first dedi i never went back to vps providers. I have few self made vps (dedicated server and VPS with Vmware Esxi or Proxmox). On all servers i use hdd and hdd is not bottleneck. Ofc ssd is faster than hdd but you wont benefit from it - SER dont write / read alot of data. You can get decent dedicated server for $45 a month.
