Hey Guys, Do I have to buy a linux vps and windows vps so I can use the cpanel also?

A host server told me that I have to buy both of them! Because the Cpanel can't be installed on a windows vps, it needs a linux vps! That's gonna cost much quite some money?
I want to transfer my domains in this host. So should I buy a shared hosting plus the windows vps so I can use my gsa software. Or buy a cheap linux vps plan with the windows vps... Or does anyone have any suggestions please? I am newbie...

    They also said they could do a dedicated server: the dedicated server resources like CPU core's and RAM and DISK will be divided between these 2 VPS
    or we can split resources any way you want..
