how to get this category box to stop popping up?

I have the 'ask user...' box UNchecked so I don't know what else to do in order to get this annoying category box to keep popping up and distracting me. I have it set to randomly pick one automatically so why does it keep popping up?

It's the option below that "Ask user" checkbox. You have to click the box to read Skip/Random.
