Because sometimes it might be a mail server that is down for a few minutes. So if GSA ser test and report it as dead and delete the emails then you are screwed when the mail server is back on a few minutes later, because GSA ser would have deleted all the emails from that provider, even thought they are still working.
If a option to auto delete emails is added , then it should be conditional, meaning it should have the option to set conditions on which to base deleting, like delete if failed 10 times in 24 hours, or some other conditions.
Banning banned emails will also not work out of th box, because it might be banned with one platform but not another, so again it will have to be conditional , like stop using it on a specific platform or site when banned.
To simply say delete stuff is not a very well thought out approach to handling it. Think out of the box
