Pinguin filter -Safe SER Settings?

Hello!

Tell me please- is there a safe GSA SER setting  that would not fall under the Pinguin filter?

Universal settings to avoid Pinguin filter?

My 2 sites get Pinguin penalty. Now I am doing a new site and do not want to repeat mistakes.
