Quality of Tier 2 with GSA after Penguin 3.0

I am going to build Tier 1 manually with Web2.0. The content is hand write with 100% unique and I have few questions about tier 2.

1. For the Tier 2, should I still build links manually or could I run it with GSA?

2. After Google Penguin 3.0, it seems that quality of tier 2 is also important. Could I still build content using Kontent Machine?

3. Could I start with 5-10 web 2.0 for tier 1? How many article should I post in each web 2.0?

4. What should I build for tier 2 after this google update? How many links should I build DAILY?

    Meh, still use SER for T1, T2 and T3. Mix it up with other links and you're laughing. Use a good spinner and get links from sites that other people using SER don't get them from. Use the Footprint Suite ;)
