Very Low Thread Count On Dedicated Server - Please Help

I just purchased a dedicated server with E3-1220v2 8GB Ram and 1Gbps.  I am only running GSA SER + GSA CB with 30 private dedicated proxies and set the thread count to 200.  I have tried importing lists directly into projects and using sorted global identified lists that were purchased.  I cannot seem to get over 35 threads.  When I had the exact same set up on my home computer I was easily able to hit 100 threads easily.  I tried searching for a solution and tried many differnt things but nothing seems to work.  I am hoping some experienced people could help me solve this problem.  @gooner Any help would be greatly appreciated.

    How many active campaigns are you running and what platforms are they posting to? Are you scraping as well as importing?
