You wont be able to have windows 7 on a dedicated unless you own a windows 7 license and request to be installed with this license. This is the only way Microsoft allow it, Since windows 7, 8, vista, xp are all desktop version of windows which is not part of Microsoft SPLA.
Of course some non legit providers can install it for you, but be sure thats 100% illegal unless you supply the license for it and the iso, you are not allowed to have it on a cloud base platform (VPS / Dedicated etc...)
Lastly, Windows 2008 is the server version of windows 7, with desktop features enabled and other tweak, you are pretty much running a server grade windows 7 without all the extra addon in windows 7 that actually will slow down your server performance to be compared to any server edition of windows. You wont find servers with Windows 7, however Windows '08 is almost identical (With enterprise functions added in).
