I keep build links, with a normal rate. But my SERP rank keep going down

hello..
i want to ask
my website is just an month old, my keyword is local, so the competition is low.
but i am get confused when i try to build backlinks, even using GSA SEO INDEXER and onehourindexing service to index my link, but none of those links are detected in ahrefts,majestic,moz or google webmaster.

sometimes my SERP rank going high even rank 8, but tomorrow when i check again, it can drop to rank 20+
why would this happen? i am even dont know where if my links was indexed or not, giving me a positive result or not
i build normal quantity of links, some tier 1 are high quality.
