Import Site Lists to Submitted

Am I wrong to assume in this setup:

Import Site Lists --> Successful should be Submitted?

A project can build off of a Global Submitted list but I've not seen anywhere showing Successful?

My thought is this should say Submitted.. that would be the Global List you want to import to.
