when setting up tiered projects .. Am I able to use the same email address as i used In the first tier  or will i have to create a new email address for each tier?

Since each Tier is a project, I'd suggest an email or set of emails per Tier (per project).

If your planning to post to the same contextual domains, you'll want new emails (Or to reuse existing accounts). For comment type links, it does not really matter (To much).

As a rule, reusing emails in multiple projects hitting *different* contextual domains is a bad idea to- this can throw off activation emails etc.

So yes, simply put, using different emails is generally a good idea. Not necessary, but you'll have a higher success rate if you do it.
