Submission speeds for account creation question

This is a question I don't know the answer to.

Does GSA take into account the speed at which it creates an account? 

For Instance:
My blog requires you to be on site for over 5 seconds before you can leave a comment.  (I think the plugin uses cookies to do it.)  Would GSA be able to leave a helpful comment on my blog or would it be going so fast it would not be able to leave a comment.

    I've seen in the log window something like "Waiting 15 seconds to not appear as spam".

    Yes it takes care of this when it detects such a trick.
