understanding | in variable assignment

1) How the selection of value assignment is made ?  

2) is it a random choice betwen  "%random-1-28%" and  "%random_option%" ?

It will use a random number from 1 to 28 for a text field or match against the option field. If that does not work, it will take a random value from that box.
